The inhabitants of New Caledonia will receive a separate citizenship and can be holders of two passports.
In addition, the new state may be given the authority to conduct its own international policy.
The agreement was a compromise between factions, some of which were in favor of full independence for New Caledonia and the other part against it.
In the end, they agreed on the status of autonomy. Now the document must be approved in the French Parliament and at a referendum in New Caledonia.
New Caledonia is an archipelago in the Pacific Ocean that France has owned since the mid-19th century.
In 2018, 2020, and 2021, referendums on independence were held there, which ended in favor of keeping the islands as part of France.
